First and foremost to easily repair negative standings, Train up the Diplomacy skill.

All NPC Agents, Corporations and Factions will accept standings for access that have been modified by the Social group skills.
To quickly gain high standings for Agent access, train up Social and Connections skills.

If using Corporation standing to access high level Agents, the Faction must be above -2.00 standing.
If using Agent standing for access, Faction and Corporation standing must be above -2.00 standing.
Regardless of Faction and or Corporation standing, Level 1 Agents are always available as long as that Agent is above -2.00 standing.
mkint is correct - NPC Agent and Corporation standing is shared with all Fleet members. To raise a specific Agent above -2.00 standing, Fleet with another character who is working that Agent and select option to share mission rewards with Fleet members.
Storyline missions are offered after completing 16 missions of the same level for a specific Faction. Doesn't matter if the 16 missions are completed for the same Corporation or different Corporations within that Faction, they just have to be the same level.
Do Little is correct - Grinding level 1 missions to gain Storyline offers for Faction standing increase is the hard way. Here is a better link to the Faction Standing Repair Plan.
